You can create a second (legal) driveway if you use landscaping to do it. Here is a home in west end Ottawa that uses a polymer grid filled with crushed stone. If done properly, you can safely drive a firetruck on it. 

I first saw this in use at the Tampa Fairgrounds where what looked like a grass-covered playing field was actually a parking lot.

You can also do this out of hard surfaces like flagtones or pavers but done this way (with grass or decorative rock) it’s better for storm drainage. It allows the ground to absorb water, slows down runoff reducing storm water demands and ultimately BOD (biochemical oxygen demand) in our waterways.
